A Jobcentre advert demanding Polish-speaking factory staff is being investigated after complaints by furious unemployed workers.

Pet food manufacturers Supreme Nutrition said recruits must be able understand instructions given by a supervisor from Poland speaking his native language.

But the ad for the post, paying the minimum wage of £5.80 an hour, angered job-seekers who claim they are being unfairly discriminated against.

The Department of Work and Pensions are now investigating the notice in Sudbury, Suffolk, which they believe may breach equality laws.

According to official statistics there are currently an estimated 1,500 people in the area looking for work in Sudbury, Suffolk, where the notice was placed.

One 32-year-old man, struggling to find work after he was made redundant from his job in the building trade, said: ‘It doesn’t seem right or fair – there are plenty of local people who would be more than willing to fill those jobs.

‘But they don’t stand a chance of being taken on because the only people who speak Polish around here are the Poles who have moved here in recent years.’

A spokeswoman for the Government Equalities Office said: ‘Unless there is a genuine need for a worker to speak a particular language it is against the law to require that they should do so as a condition of employing them.’

A DWP spokesman said: ‘Jobcentres accept more than 10,000 vacancies a day and it we do not have the resources to check every one.
‘But all employers are required to declare that their vacancy meets all the legal requirements and we will be investigating this case.’

Firms in the US which received billions of dollars of Government aid in the financial crisis are to be told to cut the pay of top executives.

The seven companies that received the most aid from the US Treasury will have to reduce the basic salaries of their 25 best-paid employees by up to 90%.  The totals paid to each firm’s 125 top earners would be halved under the plan.

Details of the plans were confirmed ahead of schedule by Elizabeth Warren, who heads the oversight panel.

The US government is expected to announce the salary cuts for top executives within the next few days.

Speaking in an interview on CBS’s The Early Show, Ms Warren, from the Government’s Troubled Asset Relief Programme, which has organised the bail out of US banks, said reports of pending reductions in executive salaries are “real”.  She said those people being targeted had to take responsibility.

“Guys, you have to understand that you can’t party on like its 2007.,” she said. ”If you’re going to take taxpayer dollars, then the game has to change.”

There has been widespread outrage over the high level of bonuses paid by firms that had to appeal for Government help.

The seven companies affected would be Bank of America, American International Group (AIG), Citigroup, General Motors, GMAC, Chrysler and Chrysler Financial.  Some companies, such as the Goldman Sachs Group and JP Morgan Chase, have already repaid bailout money.

The Government is to delay key elements of its employment protection legislation until after the election in an attempt to keep the labour market flexible and slow the increase in unemployment.

Ministers are expected to announce that the European Union’s agency workers directive will not be implemented until October or December 2011 – the last possible commencement date under EU law.

The Government is also expected to announce that laws giving workers rights to take time off to carry out civic duties are to be scrapped.

In addition, small businesses – that is, any firm employing fewer than 250 employees – will have a year’s exemption from forthcoming legislation enshrining employees’ right to time off for training.

The decision is likely to be controversial with the trades unions that have campaigned hard for the Government to implement the agency workers directive as a way of protecting part-time workers and preventing full-time staff being undercut by cheap agency staff.

The announcement does not renege on the commitment to implement the directive, but does give business the maximum time possible to adjust to the regulations. Ministers also hope that by 2011 there will be less pressure on the labour market.

Shadow business minister Jonathan Djanogly said at the Conservative conference last week that his party would delay the implementation of the directive because it would cost British businesses £40bn over the next 10 years.

Kevin Green, chief executive of the Recruitment and Employment Confederation, welcomed the Tory proposal, saying: “We have been calling on the Government to delay implementing this directive until the last possible moment in 2011.

“We are pleased to see the Conservative party recognise that the cost of getting the implementation of this directive wrong could be huge. It is vital that the labour market recovers before the regulations are implemented. This is a complex issue and by waiting until December 2011 we can ensure that we minimise the adverse affect this legislation may have on jobs.”

A year in the online recruitment industry

It is fair to say that the last 12 months has been one of the hardest years to operate a business since the depression in the 30’s and the online recruitment industry has been particularly hit hard as unemployment has soared to almost 3 million.

As the indications are that the worst of the recession could be over I have been looking at why Simply Jobs Boards has seen an increase in revenues since May 09, widely considered to be the peak of the recession, even though unemployment continues to rise and I have written this report to outline my findings.

Overall position

Overall traffic levels Y-O-Y have increased this year.  This is not purely down to the increase in jobseekers, although this will undoubtedly have helped, I believe it is partly down the ‘the survival of the fittest’.  Our Hitwise market share across all sites but one has increased dramatically this year, with the best site increasing share by 41%.  Some of this increase is down to competitors moving out of the markets we operate.

As of September 2009 the Y-O-Y number of jobs being advertised on our sites has reduced by an average of 50% except for Simply Law which has seen an increase of 7% Y-O-Y.  The positive point across all sites is that the amount of jobs being advertised is growing healthily in the period Jul-Sept, even the sites that have shown a traditional decline, and this decline it is not to the extent of last year.

The number of job applications is perhaps predictably up, on some sites by as much as 150%

In summing up I think that the reason why our business has started to do better is down to a number of positive factors:

  • Confidence coming back into the market  – companies are happier to sign off longer term deals
  • They are happy to sign these longer deals on all sites because they deliver results due to our increased market share
  • We have a good team of sales people who are driving high levels of new business in a difficult market
